Bidderswereassessedbasedonfourcriteria:tourismappealandcontribution,architecturalconceptanddesign,developmentinvestment,andstrengthoftheconsortiumandpartners. TheinfinityedgeswimmingpoolintheSkypark On27May2006,LasVegasSands(LVS)wasdeclaredthewinnerwithitsbusiness-orientedresort.[15]LVSsubmitteditswinningbidonitsown.ItsoriginalpartnerCityDevelopmentsLimited(CDL),withaproposed15%equitystake,pulledoutofthepartnershipinthesecondphaseofthetenderprocess.CDL'sCEO,KwekLengBengsaidhiscompany'spulloutwasacombinationoffactors—suchasdifficultiesingettingnumerouscompaniesheownstocomplyintime,aswellasreluctanceofsomepartiestodisclosecertainprivateinformationinprobitychecksrequiredbytheSingaporegovernment.[16]However,KwekwasretainedasanadvisorforSands'bid. On27April2010,MarinaBaySandshadthefirstofaplanned3to4phaseopenings.Thecasino,partsoftheconferencehall,asegmentoftheShoppes,963hotelroomsandtheeventplazawereopenedattheauspicioustimeof3:18p.maspartofthe"previewopening".[36] TheInter-PacificBarAssociation(IPBA)heldthefirstconferenceatMarinaBaySandsConventionCentreon2–5May2010,buttheeventwasmarredbyuncompletedfacilitiesandpowerfailureduringaspeech.IPBAwithheldpaymentofS$300,000andwasconsequentlysuedbyMarinaBaySands.[37]InJuneIPBAcounter-sued,describingthevenueasa"completedisaster"andthatitsearlierpaymentshadbeenimposedby"duress,fearandforce".[37]An"amicablesettlement"withundisclosedtermswasannouncedinAugust.
