Madeitunlawfulforanypersontodischargeanypollutantfromapointsourceintonavigablewaters,unlessapermitwasobtainedunderitsprovisions. Fundedtheconstructionofsewagetreatmentplantsundertheconstructiongrantsprogram. Recognizedtheneedforplanningtoaddressthecriticalproblemsposedbynonpointsourcepollution. SubsequentamendmentsmodifiedsomeoftheearlierCWAprovisions.Revisionsin1981streamlinedthemunicipalconstructiongrantsprocess,improvingthecapabilitiesoftreatmentplantsbuiltundertheprogram.Changesin1987phasedouttheconstructiongrantsprogram,replacingitwiththeStateWaterPollutionControlRevolvingFund,morecommonlyknownastheCleanWaterStateRevolvingFund.ThisnewfundingstrategyaddressedwaterqualityneedsbybuildingonEPA-statepartnerships. Overtheyears,manyotherlawshavechangedpartsoftheCleanWaterAct.TitleIoftheGreatLakesCriticalProgramsActof1990,forexample,putintoplacepartsoftheGreatLakesWaterQualityAgreementof1978,signedbytheU.S.andCanada,wherethetwonationsagreedtoreducecertaintoxicpollutantsintheGreatLakes.ThatlawrequiredEPAtoestablishwaterqualitycriteriafortheGreatLakesaddressing29toxicpollutantswithmaximumlevelsthataresafeforhumans,wildlife,andaquaticlife.ItalsorequiredEPAtohelptheStatesimplementthecriteriaonaspecificschedule.
